Toni joined the PCD team in March 2022. Prior to joining PCD, she spent over ten years as an immigration attorney at non-profit organizations including Catholic Charities Boston, the Massachusetts Immigrant and Refugee Advocacy (MIRA) Coalition, and a public interest law firm in the Washington, DC metro area. Toni represented low-income clients in humanitarian and family-based cases, as well as representing unaccompanied minors before the Boston and Baltimore Immigration Courts. Before practicing immigration law, Toni began her career as a Project Manager in litigation support and electronic discovery services. Toni served as an AmeriCorps*VISTA with the San Diego Council on Literacy.

Toni is a 2005 magna cum laude graduate of New England School of Law and holds a B.A. in International Relations and Spanish from Colgate University. During law school, Toni was Symposium Editor of New England Law Review, interned at the Conservation Law Foundation and the Tenant Advocacy Project at Harvard Law School, and was a judicial intern for the Honorable Magistrate Judge Judith G. Dein of the United States District Court for the District of Massachusetts. She is admitted to practice in Massachusetts and is a member of the American Immigration Lawyers Association.
